Qapshaghay

Qapshaghay, officially renamed Konaev (or Qonaev) in 2022, is a city in southeastern Kazakhstan with a history deeply intertwined with Soviet-era infrastructure projects and modern economic restructuring. The city's origins date back to the 1960s, born out of the ambitious Soviet initiative to construct the Kapchagay Reservoir and its accompanying hydroelectric power station on the Ili River. Before this massive engineering feat, the area was sparsely populated. The construction of the dam, which began in 1965 and was completed in 1970, necessitated a settlement for the thousands of workers and engineers brought in for the project. This settlement rapidly expanded and was officially granted city status in 1970, taking the name Kapchagay.

Throughout the Soviet era, Kapchagay thrived as a vital industrial and energy-producing hub. The reservoir, often referred to as the "Kapchagay Sea," quickly became a premier recreational destination for residents of nearby Almaty and across the Kazakh SSR, boasting beaches, sanatoriums, and water sports facilities. The city's economy was heavily reliant on the hydroelectric plant, alongside manufacturing and fishing industries that capitalized on the newly formed artificial lake.

Following the collapse of the Soviet Union in 1991, the city experienced the severe economic downturn typical of many post-Soviet industrial towns. Factories closed, and the population faced significant unemployment. However, the early 2000s brought a dramatic shift in the city's fortunes. In 2007, the Kazakh government enacted a law restricting gambling to only two designated zones in the country, one of which was Kapchagay (the other being Shchuchinsk). This legislation transformed the city into the "Las Vegas of Kazakhstan." Massive investments flowed into the construction of extravagant casinos, luxury hotels, and entertainment complexes, drawing tourists and high rollers from Almaty and beyond, and revitalizing the local economy.

The most significant milestone in the city's recent history occurred in 2022. President Kassym-Jomart Tokayev announced the renaming of the city to Konaev, in honor of Dinmukhamed Kunaev, the prominent First Secretary of the Communist Party of Kazakhstan who led the republic for decades. Concurrently, following a major administrative reorganization of Kazakhstan's regions, Konaev was elevated to the status of the administrative center (capital) of the Almaty Region. This new status has spurred further infrastructure development, administrative relocation, and a renewed focus on transforming the city into a modern regional capital, blending its legacy as a Soviet hydroelectric powerhouse and a bustling entertainment hub with its new administrative responsibilities.
